LOL forget it guys they are too busy setting up the cash shop to be bothered with players, it really is that simple. The fact that they have not touched this in over 7 months is beyond belife a real disgrace if you ask me, but then sadly I have come to expect nothing at all but broken promises from this sad lot.
Every other mmo I have played (and I started with UO) had a LFG tool that worked in some form or the other, this is the first one in the last 10 years that has failed to do so-

I was checking again grouping tool since 1.6.5 came alive. Still no luck to find a group with it, but maybe people were discouraged in the past, and they are not trying the tool.

IMHO, this is one of the biggest problem. And a problem that grows as you level and the list of "all" gets longer.
New players -- and I'm seeing lots of new players judging from the greatly increased population in the low-level zones as I level another alt -- are particularly annoyed and vocal about this. It's a bad introduction to the LFG tool that teaches them to ignore it and start using chat like everyone else.
The change they made to dungeons to have them level to the leader's level was a good step in the right direction for the portion of the PVE player base that enjoys running instances in small groups. But they didn't go far enough since the first time through the dungeon with the skill point and quest reward is so much better than repeat runs.
This is one area where they could shamelessly copy the WOW system that rewards you with very good drops from bosses and gives you extra bonus XP and extra loot if you queue for random dungeons. Make it so people want to repeat them and usage of the LFG tool and reasonable queue times will follow.
I sometimes get the impression that ZOS is a three-headed beast: one PVP head, a solo PVE head and a stunted instanced group PVE head that seems to be only concerned with end-game trials. The LFG tool and 1-50 dungeons rewards need much love. This is what new players experience. Make it more enjoyable for them and the retention will be much better.
