" On a Dare " quest bugged?

In East March public dungeon Hall of The Dead, I can only find two of the NPCs for the quest, I cannot find the 3rd, Jofarr, and neither could any of my groups.. anyone else have this issue?

My missing NPC is Nivene - maybe it's not who you found but how many. I've even tried quitting the game and coming back in. I will say that I had found the other two weeks ago but gave up after dying too many times ( I think I'd come in with some other people but wasn't grouped and I lost track of them somewhere) and was coming back to see if I could finish it.0
