My Char cannot level up to VR4

Although I have submitted this via /bug in-game, I have received no answer so far. My char is stuck in VR3 and cannot level up. I have tried into 2 different computers and same thing..whenever I kill any low level npc and gain XP, it shows several time the level up on screen but actually, I have not level up.
