Forcing DirectX 11

Alright, I've been trying various things with the usersettings.txt and got a question regarding d3d11. While not exactly tech support, I think the guys here are the only ones who can actually answer this.
I'm trying to use SET MIP_LOAD_SKIP_LEVELS "-3" for some more eye candy but it gives "Eso has stopped working" crashes after a short while.

A guildie is using the same setting, with a worse GPU and it's stable.
I'm also logging GPU sensors, usage stays low and VRAM never hits the limit.
I asked him to upload his usersettings.txt file so I can compare differences and I noticed he uses d3d11 while I use d3d9 (by default).
I changed it to d3d11, BUT, as soon as I launch the game it reverts back to d3d9 automatically.

Is this hardcoded? Is there a setting that makes this revert back to d3d9?

Using a 780ti.

    Are you setting the .ini to read only? If not, some settings will revert.

    No, should I? I didn't because it might screw with some other settings. I guess it's a way to brute force it, but I thought I'd leave it as a last resort.
    Others can change that with no issue, I don't see why I would have to set it to read only :P

    Any time I change an .ini setting in a game I set it to read only. This will insure that when you start the game it won't change your modifications. I also use the -3 setting that you refered to. It won't mess with other settings. You just have to unlock it to make other changes, and then lock it again. Tweaking your .ini can be a long process, but worth it.

    Yeah you need to make it read only. I have to force mine to d3d9 instead of d3d11 and if I don't make it read only, as soon as I log on it changes to d3d11.

    But why? Why does yours default to d3d11 and mine to d3d9? it doesn't make any sense.

    For the record, I found it. For some reason, I had "Run in compatibility mode for Windows XP" enabled.

    I can't for the life of me get it running on dx11, I just get this error message if I try to force it in settings (see attached) I'm on windows 10.
