Updating this thread with all of the latest information, please find my original post listed below.
Currently across multiple campaigns on both the EU and NA mega-server's some factions are receiving what's known as a Low Population Bonus.
This bonus fluctuates in amounts but has ranged from 200-700 bonus points per hour.
ZOS has made one official statement regarding the issue which can be found later in this thread (link here) where they have stated that the mechanics are working as intended.
The complaint from a majority of the PVP player base is not that the mechanic over all should be removed but that the bonuses should not be as high as they are or allow a faction which isn't active in PVP to gain positions or win the campaign over all, only keep them competitive.

However +300 points/hour for low population? That's the equivalent of 30 keeps or 12 scrolls, that's basically going to give them more points than the winning faction on the map.@Turelus - EU PC Megaserver

✭✭Probably intended. I'm guessing that their logic flows something like this.
People who can't stand losing every campaign will switch alliances (e.g., GW2 servers). Once enough switch, population will even out and points will normalize. Rinse and repeat.

Current way to win the campaigns would be to not log in, as you would get 301 points/hour. Assuming the other two factions had the map/scrolls divided evenly then you would win the campaign.@Turelus - EU PC Megaserver
