How to deliver writ to coldharbour?

I am only level 15 and was given a writ that is to be delivered in coldharbour. My main issue is no guild members in my alliance is in coldharbour to teleport to. Nor has my character been to coldharbour yet so of course I have no wayshrines discovered there yet.
Why the hell is a level 15 player being sent to coldharbour to make a delivery in the first place? And how do you get to coldharbour without waiting for a guild mate to go there?

✭✭That was one of the issues mentioned while we were testing, the other being not having the skill level yet to craft what the quest wanted. I never got a Cold Harbour drop off. ebunts14_ESO✭✭✭I just completed the blacksmithing writ on the same character and the blacksmithing writ is to same location in coldharbour as my wookworking writ.
Im still waiting for ZOS to tell me how I can get to coldharbour at level 15?0 -

✭✭I think I may have figured the issue out. First off, your level 15 is a crafting alt, right? I ran three characters through 9 writs last night. They all craft for self sufficiency, and level parallel to one another. I noticed the writs always asked to craft at the highest level I have unlocked on that craft, and the delivery was in the zone where that level of mat could be found, which also happens to be the current quest area for my characters.
If you're running a master crafter on a low level alt, you'll need to find someone to port to in the upper zones as it looks like your deliveries are going to be pretty much in the same location.Main: Drio Azul ~ DC, Redguard, Healer/Magicka Templar ~ NA-PC

Unknown_poster✭✭✭Pre vet 50 deliveries are coldharbour, post vet 50 are belkarth crag. It is a way of gating people from using low level toons as crafting/storage alts. You want to do writs on em you go to level em at least past The Army of Meridia.1 -

Same happened to me - my char is lvl 40 but my Blacksmithing is 50. Can't get to Coldharbour...0 -

It says deliver to mages guild but once in coldharbour it is just a area outside with abunch of trunks and boxes with little goblin creatures hanging around. You dont have to go to the mages guild in CH
