Need PTS Only Option That Permits Same Campaign with Characters from Different Factions

Would it be possible to enable a configuration option that applies only to the PTS which would permit players to have characters from different factions within the same campaign in Cyrodiil? Right now a player cannot have characters from different factions linked to the same campaign (such as having an AD character and a DC character both with Azura's Star as their Home campaign).
The limited Cyrodiil access on the PTS makes testing the content with multiple characters very difficult. These problems will only be compounded once the Imperial City is released and players are not able to access the campaigns, especially given how only one campaign seems to be accessible at any given time.
