Hell, if this isn't a joke, it's a very good news.
In all honesty though, you don't want all the good pvp'ers on one side of the spectrum, that will just force a bias to the side with the most good pvp'ers that can leave a trail of dead players in their wake. You want more or less an even split, so both side seem as appealing, because getting your face kicked in repeatedly by an [insert class here] that knows what they are doing in less than 10 sec against someone who has almost never pvp in a 1 on 1 or even a 1 on 'x' fight is not fun, nor will it be a good introduction to the side of the justice system they have chosen. It will also clog up forum post about 'z' side is overpowered and open up another can of worms of about 'nerf class 'y' and/or buff my class'.
I'm not planning anything. I'll see how my character will turn to be. I've a feel that she will not be Outlaw though.
I'm leaning towards enforcer but there will need to be a substantial incentive to out weigh the lure of being an outlaw.
I will see how the justice system is implemented, if it can force me to play in a way I do not like, I will find another game. If I can participate without having to do the things that turn me off to games, then I may... best of all worlds would be if it does not affect my play in any (what is for me) negative way.
