To keep this thread open for discussion, I included options for those who are Enforcers and for those who don't care about Justice System.

Very small bounty. (Will steal an apple or two a day, but won't break into house unless circumstances warrant it.)

Small bounty (I will steal small value items, but again, no breaking into houses unless out of sight).

Large Bounty (Will kill innocent people in addition to thievery, but only once out of sight.)

    My question.

Will the bounty be account wide? Or just for that character that created the crime?

ya I want to test this thing out and in order to do that properly I will get as evil/wanted as possible just to see what happens. Like any good system it should be quite punishing. If they don't have it well thought out I wont feel that punished for my deeds.

First MMO I played was Neocron. In that game you could get so wanted for crimes that you were red to everyone including own faction and the ONLY way you could get out of it was to run missions for only the seediest NPC's over and over to raise your reputation with that certain NPC faction ...then from there you could at least integrate back into a faction and from there do enough mission quests to get back to normal but it was a long hard process...which is what the worst of the worst should go through.

...Hopefully something like that happens here?

It's for that character and only in the area that you committed the crime. So if you commit a crime in Wayrest, people in Daggerfall won't care.

As an Ebonheart Pact Loyalist. I'm sending my vampire throughout both Dominion and Covernant zones to murder, defile and ravage their lands until nothing but blood will fill their lands.

Lets just see how effective the guards and enforcers really are. I honestly think that due to the popularity of the thieves'/DB crime will end up being at an all time high. Possibly to the point that practically everyone is an outlaw of a sort....which sort of takes the magic out of it.

in morrowind all the dwemer artifacts and dwemer materials and basicly anything dwemer related was illeagle and not allowed to be bought nor sold.
i wish it was that way in elderscrolls online as well.
when i first played with and joined dark brotherhood and thieves guild's in es sp i was hooked and have never wanted any other type of play style in the elderscrolls enviroment / nirn.
only an outlander would think and live like i do in eso, but i can assure you i am no outlander.

i tried doing that in morrowind and i got busted when i handed in a quest to the fighters guild, the woman said to me

"you can iether work for us or against us, by your being a member of the thieves guild as well as a member of the fighters guild you are eventually going to have to make a choice of whom you really stand for"

she had asked me to steal some papers from off of the npc that had them on her character, i would have to pick pocket the very person who was supose to promote me in the thieves guild.
i knew right then and there i would be going thieves guild only and immediatly have to kill that woman for catching me red handed as a traiter to the guards.

i hope the same is true and will be true in elderscrolls online as it was in morrowind because it could truely mess up alot of the game for me if you are going to be right next to me stealing and then act as a witness against me in an upcoming court hearing and have me sent to prison? i dont think so!

I will wait for the system to launch , then i will decide how to use it for my benefit.

I still dont know if enforcers are actually forced into PvP for example, if the outlaws can enter those caves where the enforcers got quests, if there will be like 10000000 criminals and that pretty much make it a farm of gold without much risk...

Also got the DB/thieves guild to consider , they could add a need to take part in this to lvl these 2 guilds and so on.

    From Guild Summit:
Witnessed crimes increase “Bounty and Heat” – These are placeholder terms, but “heat” represents negative attention which immediately follows a crime which is committed. Heat degrades fairly quickly if a criminal can avoid getting caught. Each crime also contributes to a bounty, which establishes a baseline platform for further heat. If a player wantonly murders townsfolk, heat will jump up by hundreds of points at a time, but the player will retain an aura of criminality which persists because of their bounty, which are global. Bounties will slowly decay over a matter of time.

I've talked with some of the top names from Cyrodiil and I have bad news for outlaws. Most of these will be enforcers. I don't think that some outlaws realize what this means but they will soon after the system launches... :)

IMO global here means that this bounty not local (for only one town), but for all world. Previously, if you did a crime in one region, you get bounty only in that region and onthers don't care about it. For now some crimes are global and you get bounty in all regions. But the time will tell.

Hell, if this isn't a joke, it's a very good news.

In all honesty though, you don't want all the good pvp'ers on one side of the spectrum, that will just force a bias to the side with the most good pvp'ers that can leave a trail of dead players in their wake. You want more or less an even split, so both side seem as appealing, because getting your face kicked in repeatedly by an [insert class here] that knows what they are doing in less than 10 sec against someone who has almost never pvp in a 1 on 1 or even a 1 on 'x' fight is not fun, nor will it be a good introduction to the side of the justice system they have chosen. It will also clog up forum post about 'z' side is overpowered and open up another can of worms of about 'nerf class 'y' and/or buff my class'.
