My question.
Will the bounty be account wide? Or just for that character that created the crime?
Ill be a crooked enforcer. Ill be there with you and let you do WHATEVER you want..as long as you pay me to shhh..

And seems to be outlaw is more profitable, so we will see a thousands of them and only few enforcers.
Witnessed crimes increase “Bounty and Heat” – These are placeholder terms, but “heat” represents negative attention which immediately follows a crime which is committed. Heat degrades fairly quickly if a criminal can avoid getting caught. Each crime also contributes to a bounty, which establishes a baseline platform for further heat. If a player wantonly murders townsfolk, heat will jump up by hundreds of points at a time, but the player will retain an aura of criminality which persists because of their bounty, which are global. Bounties will slowly decay over a matter of time.

I've talked with some of the top names from Cyrodiil and I have bad news for outlaws. Most of these will be enforcers. I don't think that some outlaws realize what this means but they will soon after the system launches...
