Balreth bugged or intentionally immobile and unable to attack?

I recall Balreth from beta, and people were grouping to fight him when he or the grouping feature weren't bugged. I've rolled a few new characters for experimenting lately, and, well, Balreth just stands there each time and let's me defeat him. He lamely builds up an easily missed AOE, but never chases you or tries to regenerate in the lava.
I know some fights were toned down from earlier versions such as those seen in beta and early access, but is that how it is supposed to work now in this fight, or does this post belong on the Support Forum?
