Several from the Aldmeri faction really get me, for some reason I just felt more engaged in some of the quests there.
The one where the old lady asks you to go and pray for her 4 children that had already passed away, I tear up every time I finish that quest.
Theres a khajiit ghost in Reapers March that got killed while trying to pray for her brother, and at the end of it the two ghost siblings get to say goodbye to one another, its touching.
And ofc when I thought Raz didn't make it. I was so ticked off at the game I had to stop playing for a little bit.
I played through the entire faction with my solo character, so when my husband and I went through it again, I knew what was coming but it didn't matter, every one of these made me tear up again lol! When we got to the part before Raz I had to will myself not to start up! Then I had to restrain myself from telling him it was gonna be okay afterwards, man that was tough!

I might be remembering this wrong, but it gets worse.If you save the refugees, Earth-Turner shows up later, having moved up through the ranks in the Pact. But, because her children (I think) died on Bleakrock, she ends up losing hope for the Dominion and ends up siding with the Worm Cult. If you save the docks, then Rana ends up the traitor, I think, though I don't remember the circumstances there.

If you revisit the place, you will find his wife in the house, busy cleaning, raised as skeleton as well. Obviously a husband gone mad when the war visited his home and turned to necromancy to fuel his delusion that his wife did not get killed by some marauding troops...
