Poss bug: Drain Essence and Crystal Fragments

I understand that using drain essence uses mana and as such should be able to proc the insta-cast Crystal Fragments.
What I am sometimes seeing happen is after drain essence is used on a target once (and it is therefor immune) accidentally hitting the #3 key on my keyboard, taking no cast time and spending no mana will proc the Crystal Fragments.
This could become abuse-able.

Elf_Boy✭✭✭On the same topic, I have also noticed - unless it has changed recently - that crystal fragments does not generate a proc for it's self.

Elf_Boy✭✭✭I am still seeing the behavior at random.
On occasion if I hit the key for the drain it does not activate, fire, or go on cool down. Yet the glow for crystal shards proc turns on and is usable. I have tested it. It will insto cast.
Then I use midnight drain again.
