Down the Skeever Hole Quest - Is it Bugged?

Five+ months after release and we still have to deal with this crap.
Is the Down the Skeever Hole quest bugged? The quest says to enter a tunnel, so I do. I get in there and there is nothing to do. If I exit the tunnel through the door on the other side it just says I need to go back in. I go back in, still nothing to do. Exit the door I first entered, and it says to go back in. Over and over, back and forth. Is it just me, am I missing something, or is this fubared?

I opened a /bug but haven't heard anything back so I thought I'd post it here.
