No quest inside the public dungeon "hall of the dead"

I was vet lvl 11 inside a lvl 9 dungeon, i searched everywhere and killed every boss but i didn't saw any quests inside.
I like to have full completed map and the black spot inside windhelm is pretty annoying. Do i find the quest outside of windhilm? ( completed around 30-35% of eastmarch )

Hey there @mzapkeneb18_ESO,

The quests for the Hall of the Dead are located inside of the dungeon. One quest is called "Lost Crown," and is granted by an NPC called Malana. The other quest is called "On a Dare," which is granted by one of three NPCs inside of the Hall of the Dead.

Checked the dungeon again.
I could do "on a dare" quest but i had to get really close to a npc until an arrow showed up ( 2-3 meter ).
Malana doesn't seem to be inside the dungeon, i can't find her.

I've been in the V4 version of this zone twice in 2 days and there seemed to be no quest-giving NPCs in there at all. Third time round I managed to find both but it was very tricky to spot them due to the short "radar range". Malana didn't seem to show up until I'd finished On a Dare.

Hey there @mzapkeneb18_ESO,

There are two places where Malana can show up, and the spawn is random. Your map is at one of the correct spawn points. The second is at the southermost part of the map in the middle. There's a section that's a plus sign. Malana is located at the North point of that plus sign.

had to go back, again.

malana spawned much deeper in the dungeon than indicated, for me.
