We just checked this out and it's not something that we're experiencing on our end. We'd be happy to work with you to see if we can get it back to a working state!
As someone previously mentioned, please ensure that all add-ons are disabled, then perform a /reloadui. Even if the add-on isn't remotely related to the map, it may be affecting the way the UI works.
If disabling all add-ons doesn't work, the next step is to clear out the usersettings file. Head to My Documents\Elder Scrolls Online\Live and move the Usersettings.txt file to your desktop, then launch the game. This will set your visual settings back to their defaults, and will resolve the issue if add-ons weren't the problem.

We checked it out a bit further. It seems that any time you transition from being mounted or unmounted, it will close any menu you currently have open, the map included. The map automatically closing occurs when attempting to open the map before the transition completes. If you leave the map or any menu open and press H, it will close.
We'll be sure to submit this feedback to the proper place, and we'll be happy to provide more information once we have it. In the meantime, the automatic closing can be avoided by accessing the map after you've completed mounting your horse. Thanks for your patience.
