This may only be desirable for a small number of players, but I think it might have broader appeal as well:

I would like to see Zenimax add a character bio screen similar to what is done in Star Trek Online. Players can write biographies/histories for their characters, and other players can see/read these histories by right-clicking (or whatever) on the character in-game. Short of that, at least it would be nice to be able to view guild-mates' biographies.

I think it would be a great addition not simply for RPing but for immersion in general, and would really add to a sense of depth and familiarity in the game world. Granted, some of these would be outlandish and ridiculous, but overall it would add a small but enjoyable element to the game, without seeming too much effort (relatively speaking) on Zenimax's part.

    I always liked the way that Dragon Age profile screens showed 3D graphic of the character in current kit along with achievements. There's a lot that needs doing in game but an update of the profile pages, when time allows, would be great.

    This idea pretty good, but only for those, who care about it. Look at Do stupid player names wreck the game for you at all?

    The problem with this kind of player-generated content is, and always has been, that if it's an official part of the game's UI, the content provider (i.e. ZOS) can be held responsible for it, and thus has to police it. Make no mistake, there will be people that would use this kind of feature for propagating all kinds of filth and inappropriate messages (just look up "TTP" in the urban dictionary). So, many companies don't bother having such a feature, because the benefits from having it are overwhelmed by the expenses to regulate it.

    That being said, I know some games in which this kind of functionality was added via third-party addons. Which from a company's POV is fine, since everyone who uses addons has agreed to the ToS, in which is stated that the service provider cannot be held responsible for third-party products and their content.
