Paul Sage has speculated that they will come out separately. Emphasis is mine.
"My prediction is we’ll probably get the Justice System in before we get the Thieves Guild and Dark Brotherhood in, just because we want that system to be fully fleshed out and players used to the system before they have to use it."

Despite the fact that this thread is titled with the word "confirmed" and the OP has insisted that all of this is not speculation, both factually incorrect, he is probably close to the truth.
Apparently the number of employees they have working on stuff is very small.
Which is weird, because this game has a sub fee and it is supposed to be "AAA".
Come on guys, really?
I already posted this before.
Gina confirmed it here:

In fact this was the final piece where i can state confirmed with confidence on this.
Paul's Prediction and Gina's confirmation makes this solid.
NO Thieves guild/DB until Spring or beyond. Those are the facts.
All targeted at the small minority of 'raiders' (or as near as this game gets) .. for the 'rest of us' there has been no new world content at all.sean.plackerb14_ESO wrote: »There has been new content. Not to bad for 4 updates.

new pve content, in a game where endgame is supposed to be pvp and many of us started playing because of that.

But keep in mind different people/teams work on different things. Just because work is being done on say the new FaceFX system, doesn't mean its taking away from people working on justice system or the other features you mentioned.

My assumption:Except they have come out to say what is coming in 1.5

My assumption:
1.5 in October is:
- City of Ash Vet. Dungeon
- Stamina balancing
- FaceFx
1.6 in November is:
- Imperial City
- Champ System Phase 2 (VP to XP)
1.7 in January is:
- Champion System
As Pvp Player I don't need much of new content. The Imperial City is a nice addition for the reason to hold keeps. But else? No, thanks. I came here for Cyrodiil and I hope, there will never ever be any kind of Instanced Shooter PvP Maps.

We have new info about console release? got source? link please
Justice system is also scheduled to come out with Champ system in 1.7.

Interesting.
How do you reconcile the conflict between your schedule for ESO and this statement that was made Wednesday:
I am thinking that only one of you can be right since you said earlier that 1.7 was in January.

Yes, I would guess that Kai Schober knows better than random forum guy. I hope Kai is right and we get all/most of those updates in the next 3 months.
