Each Alliance is 3 races, and unless you bought a special package, you can only choose from those races in the Alliance you choose.

No, No, and No. The Imperial addition only gives you the Imperial Race, which you can create in all three factions.If you bought the collector or imperial edition (or upgraded to them), then you should be able to pick any race and I would contact customer support and have them look into it.
Completely agreed. Play any race was a pre-order bonus that came with either version of the game. You got a special code if you bought the retail box version of the game. From what I hear that code never expires, so if you can find a place that still has them in stock, you should be able to get your hands on a code still. If you're interested. (Personally don't think this should have been locked to the pre-order bonus but made standard.)
