Surviving is important yes, but in some fights so is DPS in order to avoid enrage timers. A DPS-check usually means a group wipe in any MMO I've played. Sometimes there's a small window to burst DPS the boss but not a reliable one. There is absolutely no healing through enrage timers in this game so if you care about survivability, you'd know that DPS is also vital to that along with being careful, watching where you step, prioritizing targets, etc.. it's all important.
Also, there are some things that certain healers can heal a group through that others can't or don't practice enough rather. So you may get someone in a dungeon group, used to doing a speed run where a healer heals through some significant damage by keeping the group close and stacked. If a DPS goes to do that formation in a different group and everyone is not on the same page, well yeah that won't work.
TL;DR: In some major fights throughout the game, there is a DPS check. So yes while survivability itself is important, so is DPS in plenty of cases as it's also a part of survivability.

People pretty much only care about DPS in Trials, because Trials is the only place that DPS matters, due to the timed mechanic.
Also, people normally don't emphasize the "survival" aspect of the encounters, because it is assumed that you are going to do what it takes to survive WHILE pulling high DPS.
Sure, tactics are important, but it's generally accepted that people understand that they need to avoid circles and control certain adds, etc.
When somebody is looking for a DPS that can pull 1k+ in Trials, it is assumed that they are also not looking for morons. If a person dies repeatedly on every encounter, then they are booted just as fast as the guy who can't pull more than 450 dps.
