NPC white eye colour with no pupils

In the screenshot below, during the quest The Mad God's Bargain, Sheogorath's eyes are solely white with no pupils, is this a glitch or part of the quest?

Seravi✭✭✭✭✭Umm he had eyes every time I saw him doing the quests. Something has gone mad and removed the poor chaps eyes!1 -

✭✭I think it's a bug. First time I did these quests he had pupils too. I bet it's related to the redguard helms being blacked out over the eyes as well. Normally you can see the eyes, but not anymore.
Though the solid white eyes does give him a more "crazy god" look1 -

Seravi✭✭✭✭✭Yes I started an alt a few days ago and was so looking forward to seeing Sheogorath again. Well until I saw his eyes...esh! Please bring back the old Sheogorath.
