Where do you guys get all this information on changes?

Today I'm seeing a ton of posts on this new VR14 change. But where are you guys even getting this info about this change (and other changes you all seem to know about)? I don't see anything about it in the patch notes, in the news, or anywhere else online. The last announcement I heard was about Upper Craglorn, and IIRC it didn't mention anything about two new VR levels. So obviously I'm missing something here.
