I would like to see any quest in which you use a disguise provide that costume as a reward. In order for you to be able to keep it permanently, perhaps it could no longer function as a "disguise" after the end of the quest, and instead be entirely cosmetic.
It's just a bug, and it's not game breaking. Really not worth making a big deal about it. Making an mmo is hard work. If you think you can do a better job, go do it.
Seems a bit heavy-handed to give something like the cool gem and then say, sorry, we fecked up, give us it back! Especially when it costs nothing. I say change it to part of the quest reward.
I always wanted to get my whole raid in Cyro to equip the gem and run around as a huge goblin ganking group!

I just joined a PVP guild that asks members to wear it. I wasn't too excited about that because I worked hard on my appearance, but they're so well coordinated, I'd wear a pink dress if they asked me. Fully against the removal of an item that does nothing to detract from the game.

The reason your guild wants you to wear it (and the reason ZO is fixing it) is because the disguise reduces your hitbox. It's being used as an exploit.
So that's why we can't have nice things.

That aside just disable disguises in cyrodill, everytime something gets abused in PVP the PVE people get screwed over
