Cadwells Silver is only concerned with a very specific set of quests. The "area storyline" (as I like to call it). Wich are also the quest that give you skillpoints.You have to complete Cadwell's Questline in DC before you can go to AD zones.
Once you completed those you should be able to do gold next, even if you skipped every other quest along the way.
I doubt doing only those will take long at all.

I am in Cragmore, grinding to VR3, so I can hopefully complete Cadwell Silver without doing the other stuff. If I die too much, I will go back to Cragmore and grind to VR5, and try again.

I have several Characters that disagree with your assesment. Morrowind was my first step into ES-Series. Not quite new content. Most people started a toon per faction or more. I am not so sure grinding up is really nessesary.
