Higher crit as well, a lighter weapon being used in 1 or 2 hands will simply be more accurate than a 2 hander or dual wielding.I think a One-Handed skill-line could actually work. There is room for more abilities and passives that would NOT be redundant. What other melee weapons have is this:
S&B: damage mitigation and CC (/w weapon abilities)
DW: DPS (w/ weapon abilities)
2H: burst DPS and CC (w/ weapon abilities)
Some of what I think the 1H skill line could offer is this:
-Greatly increased attack speed: With one hand free to use as a counter-balance, a small weapon becomes much easier to control. This should make light-attack weaving faster to compensate for the lack of another piece of equipment.
-Moderately increased movement speed: Less bulk makes for easier movement.
-Increased Resource Regeneration: Increases DPS by making resources less scarce via faster heavy attacks and various passives, rather than by offering superior Weapon and Spell Damage stats.
-A weapon-sensitive active ability:
-Swords and Daggers - Uses both hands for thrusting attack that ignores (not reduces) a significant amount of armor: Two-handed weapons always slash, and dual wield's Rapid Strikes does stab, but with only one hand behind each weapon. Stabbing with one light weapon bolstered by both hands would naturally be better at puncturing armor.
-Axes and Maces - A quick two-handed one-two blow that knocks down the target: Because what kind of meat-headed, 'roid-chomping orangutan would it take to run someone through with the flat end of a hammer?
tl;dr - One-handed would make up for its lack of equipment with stats and utilities not covered by other melee skills.
I would also like to see a polearm skill line, so my templar can spear while she spears.

Interestingly enough, that was a plan during ESO's development. It was called "One Hand and Rune", and went along with a different set of Crafting lines which included Runecrafting.

And the other hand would do Martial Arts grappling moves?
Makes no sense to me. What are you using the other hand for? Every weapon line requires you to fill both hand-slots; not doing so is inefficient.
One-handed is just half-way between Sword-and-Board and Dual-Wielding, and I see no purpose to it.
