Mage's Guild - Can't find the quest Chateau Of The Ravenous Rodent

I decided to finally join the Mage's Guild on my VR2 Nightblade , so I went back to Devon's Watch on Stonefalls and joined the guild. Upon joining my Mage's Guild Skill Line got raised instantly to the max level.

I did the first three quests (Devon's Watch , Mournhold and Stormhold) with no issues , but after completing the Stormhold quest I cannot find the NPC Shalidor anywhere , and when I went to Windhelm (the next place with a guild quest available) , the NPC Valaste mentions that she has decoded the last tome and my next trial is ready , but nothing happens.

I've contacted support (The GM was very nice , but couldn't help unfortunately) and filed a bug report. I'm creating this topic to bring more visibility to the issue and to see if anyone has an idea on how to "fix" this.

Just an update. I've managed to finish the Mage's Guild questline. Turns out that even though my Mage's Guild Skill Line was maxed , the game thought I didn't have enough books for it to spawn Shalidor , so once I went back to a couple of zones and found the missing lore books he spawned at Alten Corimont and I was able to finish the quest
