Before dyes were implemented, Zenimax announcements said that dye colors would be unlocked for the entire account. That is, if any character reached an achievement to unlock a color, the other characters on that account could also use that color.
Then, on patch day, today, they suddenly decided that was too generous. Now EACH CHARACTER can't use a dye color until THAT CHARACTER performs the achievement. Since some achievements are alliance-specific, this means no character can possibly unlock all the colors. Other colors are crafting-related, so if you want certain colors for a character, you need to pursue that craft. Most of the brighter, more vivid colors are locked behind achievements that require you succeed in top-level zones, so low to mid level characters will be drab from now on.
This was a huge disappointment for me. Having a new alt in attractive colors, because my older ones had achieved various unlocks, was a real morale boost. Starting a new character was actually fun again. Losing all this as soon as my alt levels out of existing armor (which doesn't take long!) is a big hit to my enthusiasm. My alts can use materials crafted by other characters in my account, why can't they use dyes available to other characters in my account? Am I going to have to dye the equipment on one character, then pass it through the bank to the other character? What an unholy, ridiculous, bone-headed pain in the rear. Or will Zenimax start writing custom code to prevent moving of dyed armors between characters in the same account?
I imagine some bone-headed designer or producer said, "Hey, people are using too many dyes too fast, they're using up all our precious content! Let's nerf the color availability so they work harder for them." That kind of thinking quickly leads to "Hey, let's make the game impossibly difficult, so players will spend longer advancing," or "Hey, let's make these achievements REALLY impossible, so people must work forever to get them."
The players, meanwhile, are saying to themselves, "Heck, this game used to be fun, but now it's just a @#$&ing pain to play. I'm dumping it for the new game/update/expansion that just came out." Said dumps really hurt, because people cancel their subscriptions when they stop playing, and getting them to resubscribe is REALLY hard. Eventually Zenimax goes far enough into the red that bone-head gets a layoff notice. He or she never realized that account-wide rewards promoted continued subscription better than constantly putting hassles and obstacles to a player's visual enjoyment.

Noticed 1 more im missing:Truly Legendary, apply legendary glyph to legendary piece of gear. Crafted my both sets after 1.3, and each piece has legendary glyph crafted by friend. So it is 14 pieces of armor, and 4 weapons(2 staffs, sword and shield), and still no achievement.
