I play ESO at home. Can I access that account and play from work (shh...!) or do I have to buy another copy?

you can play anywhere you want as long as you install the client and verify the computer by the email you will get for trying to login from a new location. I craft from work every now and then, or get the hireling emails. You only need to buy one copy as long as you only login from one device at a time

I primarily play on my desktop at home, but I sometimes play on my laptop, and it's definitely fine to do so without having to pay extra. I've gone on a couple of vacations lately and brought along my laptop (not exclusively to play ESO, it was coming along with me anyway), and it was nice to be able to at least log in and get my hireling mails.

Is there a recommended download site that's safe? They either want you to pay again or want your information, etc. Ideas?

Yep, games are typically licensed on a per-account / per-person basis, rather than per-PC. You can play it wherever you want on whatever PC you want. No need to purchase it again.

I have two installations using the same account, one on my home PC and one on my laptop. No problems ...

Give them your existing account info and you can download without it costing anything.

As @Ur-Quan‌ mentioned, you can download the ESO client by logging into your account page. As long as you've redeemed a game code to your account, you can download the client to another computer.

One thing to keep in mind is that for security purposes, if you're logging into your account from a new location, IP address, or device, you'll be prompted to enter a one-time password. The one-time password will arrive via e-mail to the e-mail address associated with your account.
