AmitM9S6 - this is a designed intentional feature set of TESO. Having to make decisions about which of your abilities you want to slot on these two hotbars gives you pause to plan what is most effective for the way you want to play..ie soloing (a LOT) or occasional grouping/dungeons etc. A new implementation for additional passive/perks is upcoming with the Champion system though exact details are not sussed out yet - those will provide a breadth of additional perks for your character as you progress in TESO.
Btw - You will have access to a second/flippable hotbar upon earning your 15th level in game. Welcome and hope you have fun!

Thanks, I do know I can equip a secondary weapon, but I actually really like my 2H Sword, and do not want others (Bow seems quite weak, staff not fun, and daggers... just weak...)
and as I barely got place for all of those, what can I do ?

You can equip the same weapon on main and back up. The only problem is, knowing which weapon you have. I do this with One Handed Shield and use the differences in the Shield to figure out which weapon/skills I have.
As for a secondary weapon, you need a distance weapon in this game. Most bosses are not something you can stand toe to toe with. You need to be able to inflict damage from a distance. You also want to be able to soften them up from a distance first, then close in for the kill. Bows and Staves are quite powerful in this game, once you have them skilled up. Get one, use it on lower level mobs (not more than 4 levels below you though, or you get no skill points) and then your main weapon on the mobs closer to your level.
Besides, it's fun using Wall of Elements/Impluse on a large group of mobs. Or, stunning your enemy with a bow shot, then charging in for the coup de gras. Fun times.

What about using Restoration stuff ?
Fight like a spartan, then when you you're in trouble, heal fast and get back to the sword ? it's basicly imortal! (as I already have around 1k armor at lvl 21 for 20sec using Dragon spikes, which doesnt cost that much stamina, so I can basicly activate it 24/7 when needed)

OK, you asked so I'll provide my contrarian PoV.
The limited skill slots are for limited people who play on limited machines. Read that as consoles. As TESO is being ported/built in concert for both PC/console we on PCs got limited due to what they can handle.
I personally have 101 plus mechanical keys and a mouse with more buttons than I can conveniently use, let me use them. Some say "limiting the skill choice is good" or use the flip flop option. In truth neither is well thought out IMO. The flip while as of last patch has reduced some of the lag still not the same as having skill bars, same skill in the location for muscle memory. The battles here with the different bosses/mechanics require different skill sets. I rarely hit two bosses back to back that I use the same setup.
The folks who like "limited choices" doesn't hold true as you can switch skills as long as not in combat. This causes undo need for wasted time in 4 mans, trials, etc. to swap out skills for the different bosses. If you truly want limited choices, then IMO, once you entered the run, your skill bar should be locked - run what you brung.
My wish list.... Let me load up what I want, where I want. Just because it is up and ready doesn't mean I can spam everything. There is but so much smurf juice or stamina available. Saves time and helps me play better/faster as skill X is always in the same spot. I really wish they had built different clients rather than trying to force a PC player into a console limitation.
