I suspect the game needs to be streamlined somehow.
Did some experimenting. With some addons that need more information (ones that deal with junk) the hanging seems to happen more often.
If it was only due to the addons, this would not be ESO's problem but since it happens without any addons and is only exacerbated by the addons, it sadly is.
All of this has begun as of the most recent monster patch.
