Nobody knows how the spawning of M'aiq works, and nobody waits around for him, there are sites with a list of locations for him, just keep moving between them until you find him.smeeprocketnub19_ESO wrote: »None of this answers my question.

I've found him on first try, or at least after a couple of reloads, in most cases. The only places he really was a pain to find were Shadowfen and The Rift. And Coldharbour of course, where he does not show up at all.
In general M'aiq has very long spawn times. I was standing in reaper's march for 3 hours until he spawned. I would just go through all the maps and see if he is at the point and just do some quests and drop by from time to time and see if he has spawned. It can be very frustrating and he did cost me some nerves.
