FPS issue - occurs both in Cyrodiil and in Shornhelm

I can faithfully recreate my plummeting fps without dying by zoning into Shornhelm. Let me elaborate.

I can ride my horse through Cyrodiil (Dawnbreaker) and get 20 to 27 FPS. If I approach a battle and let the toons render off in the distance, my FPS drops to around 13 to 17 and stays that way as I get closer and closer. At 13 to 17 I can actually participate in some fighting. Its tough and not really functional, but I note that here as a baseline.
However, if after a battle I am standing outside the keep, my frame rate is cruising at 24 to 32. I'm just standing there so no duh. Suddenly the zerg comes over the hill. Fifteen or twenty toons suddenly need to be rendered right in front of me. Frame rate drops to 3 to 8 fps until I die (which is no more than five seconds since I cant retreat at that frame rate).

Now as for Shornhelm. If I'm standing next to a wayshrine in say Ali'kr Desert, my frame rate is zooming (cough) at 20 to 27 fps. I zone to Shornhelm.

For the next two minutes and a half, my frame rate drops to 5 to 8 fps and one by one each toon appears. Since no one is killing me and rushing off the screen I can watch my frame rate struggle. After all the toons are rendered, Shornhelm gives me 13 to 17 fps. Enough to craft and bank.

Can anybody use this data to help me make some changes to what I'm doing? Do I have to change ISP's? Do I have to change how my network is set-up? Is there some tool I can use to see what traffic is killing me?

I'm on a laptop with a GeForce 460M. Not great I know but it was doing fine before 1.2.3. I ran High graphics, with Firefox and mumble open, twenty addons through several public dungeons and cyrodiil keep battles.

Now I run low graphics, only four addons, close everything, shut off sound, set eso.exe to high priority and yet I am still hosed.

What the heck can I turn off from 1.2.3 so that I can get back to where I was?

    Probably you can't do anything right now. Also FPS issues are not related to network, so we will need to wait for an other game engine related fix.

    1.2.3 made things terrible and hotfix they made didn't fix everyone's problem. I'm one of the sufferers on FPS as well.

    For us with the fps problem since1.2.3 there is nothing we can do. We can hope for a fix but custom support has told me the problem is fixed and any other problem is on my side. Despite trying to tell them all problem is post patch and was not there pre patch. So if they fix it i Think we are lucky, but i do not have high hopes.

    Despite my numerous posts and screenshots since 1.2.3 I have not heard anything back from ZOS other than them closing my thread(s). For over 3 weeks the game has not been playable yet I have been a subscriber. As of 2 days ago I am still unable to PvP.

    The lowest I have seen since 1.2.5 is 7 fps. The only difference 1.2.5 made is the fps tries to fix itself and you no longer need to log out when it drops. The issue of losing fps however is still there. Before 1.2.3 I could participate in any fight no matter the size and still hover around 60fps. Monday while researching in Reapers March, I dropped to 14 fps sitting still at a crafting table...

    Seeing how I have yet to hear from ZOS, I cancelled my subscription.

    I refuse to pay for a game I cannot play. I will not give them money when they don't have the damn common courtesy to even address me when I tell them I am unable to play because of their patch. F*ck them.

    I regret you had to leave. I paid for six months up front because I was sitting on a nice chunk of money at the time. I still have 110 days to figure this out.

    I love Elder Scrolls. Always have. Always regretted not playing Ultima Online even though I loved the Ultima setting, so I will suck it up and do what I can here to find the source of my fps problems.

    Today I am trying different things. I am reinstalling today. I know that this is a problem for me. With my current network setup it will take 36 hours to install. I am throttled at 320 kB/s. So I am going to try to figure out if its my WiFi or is it my ISP or what.
