When you are trying to form a group it would be nice to be able to check and at least see if they are the appropriate level range for the encounter. Yes you could ask them but people tend to get offended and when you have multiple resonces it would be nice to look it up and pick the one that best fits your setup.
You can already see a person's level, without even having to group. Targeting them shows you their level, followed by their character name. If you're grouped up, all you have to do is look at the group menu and it shows you.

Also, I'd like to know when anyone has ever been offended by someone else asking their level. That's a perfectly normal question, I just can't see anyone getting upset over it.

In any case, if they're going to add this, I'd like an option for people who don't want their info publicly known to turn off this feature so that people actually have to interact with me to know what kind of player I am. Alkosh forbid someone actually talk to me in a multiplayer game.
You're assuming the person is in the area and targetable.
You're assuming that the person is in the area and targetable is obvious to targetting.

I've been in many situations in huge crowds where I get friend requests or guild requests and have no clue who to target in the crowd while spinning around scanning dozens of ppl.

So, in general, the heck with it, if I can't figure out who is asking for a friend when the name means nothing to me - I can't be bothered friending someone named 'sldkhlwf' so I can then unfriend them later.
I'm to busy for that nonsense, and if thats my option then I'll continue to solo.

And as much as I like to help newbs, my Lvl 25s and Lvl 40 'toons are tired of newbs trying to group me and then telling me to follow them. I shouldn't have to friend or group strangers so I can find out they have nothing in common with me and just want to ask me for gold so they can buy a horse.

The problem with society these days is that no one drinks from the skulls of their enemies anymore.

Well, you're quite the crabby individual. I'd like to know where you generally hang out that has you in such huge crowds, because I've certainly never seen such a thing in Tamriel.

First off, if you haven't done anything to warrant getting a friend request from anyone, common sense dictates that, instead of wasting keystrokes or looking around frantically to find out who it is, you should probably just decline it and move on. If you have done something, like perhaps recently helped someone or ran a dungeon or something, even if you don't recognize their account name, you should be able to tell if it's one of the people you were with. Usually they'll still be near you when you get the request.

Second, if you're helping "newbs", what kind of similarities do you expect to have? Obviously they won't be your level unless you recently rolled a new character, so are you just looking for someone who's your class? Perhaps somebody who uses the same weapon types? It seems a bit detrimental to have a group of a bunch of people who are the same class or use the same weapons, but I won't judge your taste in grouping.

Honestly, I've seen nothing here that warrants a need for a /who or /inspect function. When you get a friend / guild / group request, you either get the player's account name or character name. Well, what can you do with that? I'll tell you.
"/whisper <name> Hey, who is this?"
Or some similar sentiment. Easy, right? Easy.
