I can't fathom anyone finding the Pact story compelling. They picked a drunken idiot for their leader, and they all hate each other anyway.
As opposed to the Dominion who are made up of : Wildly racist, elitist prigs who hate their queen for not sufficiently hating other races, a race of elves more concerned with their tree-worshiping and killing anyone who has a salad and finally, a race of thieving cats who've been at war, off and on, with the salad-defending treehugging elves for generations.
And you thing the Pact has issues?

I find it great that of the 3 alliances the Pact, supposedly the most "divided" of the 3, is the one who has the least internal conflict in their main questline. Their questline is almost entirely about defending their lands from invaders: Covenant in Bleakrock, Bal Foyen and Stonefalls, Dominion in Shadowfen, and Reachmen/Worm Cult in the Rift. And the entire time they work together quite well and set aside their differences for the greater good of the Pact.
In contrast the Dominion appears to be the most divided alliance, with Veiled Heritance nearly all over the place and Blacksap rebels in Grahtwood.
I dunno, the father I got in to the AD the more 'eye-rolly' I got towards ayrenn, and the father I got in to the EP the more I hoped Naryu would show up. If we ever get the chance to defect my AD main is going to be on the first ship to Windhelm.
All of this. Exactly. Especially the bits about AD.I love and adore the DC zones and characters. Sometimes with all the zombies I felt like I was playing Elder Scrolls: Left For Dead, but then I got flaming purple swords (Expert/Evil Hunter) and blowing up zombies became awesome. The quests I enjoyed the most overall, and Darien just made it even more awesome.
I liked the EP quests for the most part, though I was pretty meh about Shadowfen and Deshaan. I liked Stonefalls with its volcano and was super excited to get to Skyrim. Loved Eastmarch and The Rift and how familiar it all felt. The Nords are probably my second favorite culture after the Bretons (except the watered down Nord accents are driving me crazy in this game. They sound like a weak imitation of their Skyrim selves). I was surprised after meeting the king in the main questline. As a DC member, when I tried to convince him to come to Stirk he was all gruff and hostile, and then I did the EP quests and he was honestly kind of....wishy washy. I was disappointed.
Aldmeri Dominion. Ugh. I really did not like any of their questlines except for Reaper's March with the khajiit twins. I can't stand the elves in the Elder Scrolls series for some reason. Raz was about the only thing keeping me invested in that alliance and it almost ruined VR questing for me. At first I thought it was the difficulty, but no. It was my deep dislike for the insufferable Altmer and the crazy Bosmer (Ayrenn and Gwendis being the only exceptions). And elves aside, I didn't even enjoy the scenery because there were high cliffs everywhere that I couldn't get over or around without having to travel half the zone away to find a path. I will probably never roll an AD alt, or if I do it will be a khajiit.

I found this great as well, making them the most believable of the 3 unlikely alliances for me. It truly is an alliance of convenience, I felt like the stories displayed that pretty well.
The Pact seems to be the most realistic of all the factions. They -know- they don't like each other and are actively trying to -not- kill each other. No pollyanna, wishful thinking about 'forging' the future. It's purely an alliance of convenience and there's no imagining it's otherwise. The enemy of my enemy and all that.
