Totally agree. However... I *would* be ok with them shutting the bankers up. Like forever. Having to completely exit out of the menu every time you want to look at your bank / guild bank / guild store drives me a little nuts.
Deposit materials into bank:
"Auriel-El knows I'm here to serve. What can I do for you?"
Withdraw stuff from guild bank:
"Auriel-El knows I'm here to serve. What can I do for you?"
Realize you missed something from your inventory to deposit:
"Auriel-El knows I'm here to serve. What can I do for you?"
Do a little shopping at the guild store
"Auriel-El knows I'm here to serve. What can I do for you?"
You can shut up. That's what you can do for me.

Because sometimes they have a LOT to say, which is AWESOME. It adds culture and atmosphere to the game.
I like to browse and clear my inventory WHILE I listen to them. It moves things along, and makes the process seem less mindless.

To me, it adds to the quality of the game. You get more back-story, more regional culture, and it feels more like a living world.
Like I said, You can just download a simple addon to keybind a mute toggle for dialogue. OR perhaps ZOS will consider adding mute toggle keybinds of their own instead of taking this awesome feature to browse the shop WHILE the keeper talks to you away.

The game IS getting MUCH better. But this being a trivial topic is merely your opinion, good sir.
Some people enjoy the RP element of the Elder Scrolls series, and it is simple things like this that make the game a TREASURE in the genre.
I don't expect others to share my views however I would ask that they consider leaving this in since those that don't like it do have an option, which would be made even easier if ZOS would add the ability to toggle sounds on and off by keybind as a native function of the game not requiring an addon.
Make it an option at least.
Don't just cut npc chatter for EVERYONE...
