Stuttering Issue: Patch 1.3.0

I'm experiencing severe stuttering in Stonefalls. The frame rate is very high, 30-45fps, but the gameplay feels as if the framerate were much lower.
Tried reducing all of the graphics settings, but I'm still experiencing this issue.
EDIT: The stuttering issue was completely fixed by switching from Windowed Fullscreen to Fullscreen mode. Gameplay is very fluid in Fullscreen mode.
