Is Critical Surge Bugged?

Sometimes I have Citical Surge Activated, but I don't get any heal when I'm using Pulsar in a crowd of enemies and dealing critical hits.

do u remember to keep block down while you use pulsar in mobs?

and if you do, onces you run out of stamina, heals drop like crazy

and oh, when u use critical surge, its only for your dps crits, not heals from others players

I didn't block much and I know it only heals me for 65% citical damage I inflicted to enemies, others' critical hits don't count. Days ago I thought it was bugged when I was in a public dungeon. I had Inner Light which gave me 20% Spell Citical bonus. My total Spell Critical chance was 49% and weapon Critical chance was 14%. Critical Pulssar did 300+ damage to mobs. I had no problems killing enemies for most of the time. I just ran into mobs and use Pulsar and I watched my health down and up and down and up. But there was once that I noticed I was using Pulsar and I did inflited a lot critical hits but I didn't get any heal. I watched my health went down quick and I died. I checked the combat log and no healing showed up. It happened again when I was fighting a Dolmen a moment ago. I'm sure I was not stunned or knocked down or something because I was moving and using Pulsar.

are we talking solo? what race are you, you making no sense right now, and if you dont block under pulsar spam, you dont heal that much. Also what level are you, with my vr12 sors I can solo the public dung in cold harbour without heals and just pulsar spam it.

Mine is working fine on Dual Wield, can test furthur if you wish?

I guess it's probably my problem like lag or something. It works fine mostly.
