Some data on long lasting loading screens

I ocassionally manage to get the bug with really long lasting loading screens.
Both when going to character selection screen (usually only happens first login per client after patch). And when switching areas - just now from Wayrest too Bankorai.

Luckily I also managed to have my Winbdows Resource Monitor open and looking at what the eso.exe did (this time and earlier ones) so I can give some details.

All the eso.exe is doing in this time is network communication with two IP adresses:
198.20.200.67
and
198.20.200.217
And very slow communication at that. In part the transmission rates drop to single digit amounts of Bytes per second. At "fast phase" it might go up to two digit values (I once got 70 bytes per second).
At the same time my internet conenction is free. I can browse without any delay and the there is not even on Kbit/s load on my Network adapter. So I can exclude any lasting issues on my end (there might have been a temporary drop and your code has not realised it could go faster again).

I can instantly see when it is finished in the resource monitor, because it suddenly starts accessing half a dozen .dat files (and a few Graphics related files) on the computer to load the world. From there it is a breeze.

So the rare times I do have this issues it seems to be always very slow (but still happening) communication with those two IP adresses. Too much to have the network time out. Too little to get anywhere.
I managed to wait through them once or twice (more likely if happening before Character selection screen). But most of the time quitting the client via Alt+F4 and just starting again/logging in again is just faster.

Edit: If this happens during quick travel and I quit, on relog I am still at the starting point. So it apparently also happens before the server has recognised tha I switched areas.

Those two seem more related to the loading screens

Yeah something isn't right with the server today. I got the 301 when everyone else did on EU and NA earlier today and none of us could log on. Then we could log on but it has been a day filled with long, long, long loading screens, terrible fps drops and next to no weapon response. I have spent more time today hitting the ESC key trying to use my 1-5 keys than ever before. Any time I have a place where a loading screen comes up, what normally takes about five seconds is taking minutes.

Then there is the issue of trying to fight. I am slamming #5 as much as I can but I just stand there. I have to hit ESCx2 then #5 ONE time then ESCx2 then #5 ONE time, rinse and repeat. My gaming experience has been horrid today since the hiccup.

I ran tracerts to the IP's above an my speed is 40ms on each IP which is normal for me. Something is wack with the megaserver today.

Just now I got it on the following ones while loading character selection:
198.20.200.63
198.20.200.206

It seems to be gettign rarer now. So I asume the find out wich servers are loligagging and are fixing them. And thus I just keep on reporting the IP adresses.

The new set of unlucky numbers seems to be:
198.20.200.83
198.20.200.194

And just after the patch, while loggin into Character selection on EU server I got these two numbers:
198.20.200.65
198.20.200.74

The interesting part is, that 65 was used after the Character selection screen appeared, while 74 was not.
When used not togetehre, 65 got acceptable speeds (3 digit byte numbers; no humanly visible loading screen delays) for me.
I also noticed that there was some disk activity while the Network progress was so slow (wich is different from what happened before).

So it could still be any of the following:
Pure randomness wich one is affected.
74 slowing down the process, with 65 having to follow it's slow speed/wait for it.
Something totally unrelated slows down both threads CPU cycles, thus resulting in lower them optiomal speed.
