Class skills = weapon or spell crit?

I'm in the dark now. I always thought class skills were dependent on magicka and weapon are dependent on stamina, irrespective of melee or ranged.

So, if i understand, biting jab is weapon crit and spell resist because it's a magical close combat ability while piercing javelin is spell crit and spell resist because it's a ranged attack.

And what about the venom arrow? As they use poison, which works with spell resist, but use weapon crits, if i understand the logic explained before.

Ps : is anyone now how the crit buff of biting jabs works? I mean, what is the actual "ennemy with low health" cap? For comparison, the executioner (2h) clearly says that you do X% more damage vs a target under 25% health. For the jabs, do we have 70% of crits for, let say, ennemies under 25%, or do we have, for example, X% more crit chance for every X hp under a cap (wich is? I don't know)...
