Quest problem -- The Tharn Speaks

I have worked on this Quest for quite awhile. Many places on various maps there is an Icon that says " Travel to the Mages Guild ". I have gone to every Mages Guild I can find and nothing happens. This icon is on every map.
There is no option to Abandon the Quest.
I can't finish this because I can't figure out where to go and it won't let me abandon the quest either.
This is in the Main Quest category level 25 - 30

If I wanted a Signature I would have a Signature --- but i don't want one so I don't have one.
