I also got the 'circus of the cheerful slaughter' quest bugged.
Both times no NPCs spawning.
I got a response from support about the cheerful issue.
The quest Nobels' Rest is the one from a multiplayer dungeon in Eastmarch, Direfrost keep and it's not easy to find people to complete it.
Has anyone experienced the same problems already?
My 3 other characters completed those quests just fine.
I thought a patch had fixed these quests bugs.

I followed Paul's advice (from the support team), I repaired and everything is back to normal.

I recommend that you try the following:
Try completing the quest (Nobels' Rest) and then do (Circus of Cheerful Slaughter)
Then if that does not work try repairing your game client and here's how
In the middle of the launcher, there will be an entry for Game Options next to an icon of a small cog wheel.
Open the Game Options dropdown menu and click on the option for Repair.
Allow the launcher to examine all the files for the game. This may take some time.
If any files are found to have problems, the launcher will re-download those files.
