Cadwell's Gold appears to have a fatal bug (no just odd extra quest needed)

Essentially I have gone thru every region, ticked every quest, fought and defeated Sinmur at VR10 and the last box for that area has not ticked.
Anyone else got this problem? Is there a random skeever I need to slay?
Edit: had to kill some stupid summoner for 75g and that seemed to do it if anyone else gets this.
