If there's no value to random armor/weaponry you find in the world, what's the value of adding them

That's what PTS is for. You don't put buggy or senseless crap on Live/production to help eliminate bugs for potential future content additions. This is an MMO from a well-respected gaming franchise charging a monthly sub fee.. not some kickstarter project.
