[Fixed] - Chat box unclickable on one character

Symptoms:

• I can't interact with the main portion of the chat window. This is mostly apparent in that you can't click any links (player, item, etc).
• This only happened on one character (Zaniira). Logging in to other characters, the chat box works fine.
• When I hover over a link in chat and see what element it's over using Zgoo, it's over ZO_ChatWindowTemplate1Buffer on a correctly working character and over GuiRoot on the broken character

Attempted solutions (full game restart in between each):

• Disabling all addons has no effect.
• Deleting ZO_Ingame.lua and letting the game re-generate it has no effect.
• Deleting the whole $Documents$/Elder Scrolls Online/live folder has no effect.

(Running on Windows 7 64-bit. NA Windows client)

No solution yet. I have figured out it's only the one (default) chat tab. If I go to any other chat tab on that character, it works fine.

However, since it is the default/first chat tab, I am unable to delete it and stuck with a bad chat tab. I can work around it by just using the 2nd tab, but it is rather annoying.

Additional observations:
- cannot resize when that tab is selected
- cannot show window by hovering over the body of that chat tab, but have to hover over the input box or the tabs.

Tab information is stored on the server, so this cannot be fixed without someone from ZOS support actually adjusting the values. As you can see in my first post, I tried everything local to reset it.

I was finally able to find a fix for this. Select the tab and go to the tab filter options. The "reset to defaults" button for the filters touches fields in addition to what you see on the settings menu. Even though the name and filters were exactly the same as the defaults, it fixed the issue.
