Basically he's right with regards to the update process. The installer downloads required patch, then merges the files.My guess is that you are not understanding what you are seeing on the installer. Only a small portion of that bar is actually downloading anything. Only about 20% of it. The rest of it is unpacking, and applying the patch to all the various files.
This last patch was only about 4GB, not 40.

Patch 1.2.3 is separated into two parts of download though. Roughly 4GB each, a total of 8GB. Then after it downloads both, the unpacking and file merging begins. That's the part where you see the total file size being worked on by that launcher people claim ***.
It's not bad, it just needs improvements.
