As was pointed out in a thread posted hours ago about this .. the difference is trivial so there's no real issue here.

A percent bonus is much much bigger if you stack weapon damage to go with it. If you have 200 weapon damage post buff that would be 40 instead of 20.

My experience with 5 piece Hunding's Rage on 2-handers prior to this patch is that it added a fraction of a percent of damage on VR level weapons so 21 raw damage would actually be much much better.
