Launcher broken before and after the update and after a full reinstall....help!

For beta and all the way up to veteran lvl 4, my game launcher worked. However, prior to the last update, my launcher refused to get past the "loading" stage:

Regardless, I could still play the game using the exe file. But after the last update,that was no long possible. As such, I reinstalled the launcher to no effect. Then I uninstalled all files related to the game, including Minion add-ons.

Upon re downloading the game, the game files froze at 65% and refused to budge past it. 7 Hours later, I exited it and tried restarting the launcher in the hopes that it had finished downloading behind the scenes; no such luck. The exe file wants an new version of the game. However, the launcher is froze as it was before the uninstall/reinstall and is in a permanent load stage: Loading…

Any suggestions? Thanks.

    Try disabling antivirus?

    yes. pretty much did everything I could think of... twice (run as admin, turn off all programs, restart modem, reboot, rub my voodoo doll).

    All other online connections and downloads (video streams, torrent dls, websites, games, game updates, steam, etc) are working fine. pretty sure it's not my computer: high end components with high speed internet.

    @moloTov, look for file host.developer in c:\program files\zenimax online studios. Can you attach it here? It's the log file for the launcher.

    Okay - could you please browse to:

    D :\Games_JLO\Elder Scrolls Online\Launcher\ProgramData\Host.cf884efbd88d537c6bdb8fc74c24fef3240dfdbb\

    And rename

    061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest.partial

    to

    061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest.partial.old

    Then try restarting the launcher?

    And rename

    061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest.partial

    to

    061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest.partial.old

    Then try restarting the launcher?

    In my folder, the file you named above as 061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest.partial
    was actually named 061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest

    There was no .partial at the end of the name. As such, I renamed it
    061b8d0af8fa3d892fdc9723a00d5d6ccff18f5a.patchmanifest.old
    and relaunched with no change. still hangs on loading...

    Does the host.developer.log file look much different now?

    renamed. same result. This eso dog won't hunt! wait.......
    Cancelled out of the forever loading... and it went to the next screen that is then frozen on updating at 0%...which of course means there is no updating going on as i can see its not adding any files to my folders. tricky these eso-Bs are :)
