I think there is a bit more to it than that. You also have to remember that they have their own budget. ZOS is a brand new company, and although Zeni/Bethesda are successful companies, pretty sure companies like blizzard and others have had time and money to get it right.
Publishers have to keep in mind that this game actually might not do as well as they originally thought, so decided not to have more than 2 servers, because of the budget they gave to ZOS. the few MMO's that I know that have had multiple servers like this never released them all at once. Oceanic might be in the future, but ESO will still have to compete for its place to grow among the other MMOs

Zenimax online is not new.... They've been here since 2007.
