Black Screen on Launch

First off, i have been reading about these problems on other forums as well as this one. I see the way that most people fix the problem but there is one serious issue with their fixes.
I have re-installed the entire program several times and to my disappointment there is no Usersettings.txt file ANYWHERE.
I have a nvidia graphics card and have set the power management to prefer best performance, I have tried turning off my AV (mcafee) and I have also tried to lauch as administrator. I'm using windows 8.1, and I literally just spent $500+ to rebuild my computer from scratch. Every other application I have works without fail.
Is there any other place that the UserSettings.txt can be found?
If not is there a way of getting it?
If so please add the link, I would really like to solve this issue

This like will help although the TXT file needs to be named "usersettings" not "usersettings (2)"
Just rename the file and past into the live folder.
"your drive name"C:\"username"\documents\The elder scrolls online\live
Run the launcher as administrator by right clicking the icon, you should see this option once you right click.
Once you get to the login screen you may also have to exit out and delete the file named "Shadercache.cooked" as to where I had to.
once you've done all this the launcher should run without a hitch!1 -
