Volcanic Rune (PvP use) Bug

Use of volcanic rune in PvP is popular and (though I know it's cool to knock players in the air if they don't block in time) like many spammed powers in PvP I wonder if it's more popular than expected because it is bugged and has added benefits for the enemy to use. I say this because I'm seeing a huge increase in its use recently (from the same opponents that made use of bugs like caltrops and immortal mercs previously).
More than 50% of the time players in our group hit by this will land on the ground and be unable to stand up. You will be stuck on the ground for about ten seconds, during this time you can slide around in the prone position, stun breaks and all do nothing to help you up. You don't seem to take single target damage, but still take AoE damage, which can equal death during some situations. Biggest problem is for rest of group depending on what role you are playing - you could lose your healer(s) or strongest player(s) or other major roles (or several at once) for half an engagement with this bug.
Much like the forward camp bug, this one is being allowed to live far too long in the game without having been fixed. Please do so.
