Is it supposed to be like that? I mean seriously, I understand that you couldn't fit it properly to the characters for some reason, but this is way to much. They are literally floating above the shoulders. Speaking of quality.
They all do it. Even the outfits/disguises with shoulders, like the seducer set. when I draw my bow, they float. When I ride my horse, they float, then I run, they float. Bloody ridiculous.

I think they did this to account for the biggest character you can make. I tested this with some wood elfs I made. First one had small hips and her plates floated as well as her swords. The second one I maxed out her hips and they fit fine, no floating on plates or swords. Same with the shoulder pieces. Instead of having a "set of armor" for every possible combination one can make on a character, they just went with the largest possible on the shoulder, hips, swords, axes, etc that hang on the hips.
Skyrim was the same. All items that went on your back fit based on you having a cape. So if you didn't have a cape, they just floated back there. The staffs and shields are the same in ESO to account for the larger characters. All of mine just float back there on my little wood elf.
